Abstract: A procura de um modelo mais sustentável de evolução da sociedade tem constituído preocupação dominante nas últimas décadas face ao conjunto de oportunidades, mas também de ameaças que afectam o conjunto do tecido social, a estrutura das actividades económicas e a estabilidade ambiental. Neste contexto, os indicadores de desenvolvimento sustentável tornam-se indispensáveis para fundamentar as decisões aos mais diversos níveis e nas mais diversas áreas. Têm surgido várias iniciativas e documentos orientadores com propostas de indicadores de desenvolvimento sustentável para um variado leque de finalidades de gestão, ao nível do desenvolvimento local, regional e nacional. São várias as Organizações que têm vindo a publicar Relatórios de Sustentabilidade, recorrendo a um conjunto de indicadores, como forma de demonstrar o seu desempenho aos níveis ambiental, social e económico, assim como o esforço que têm feito no sentido de alcançar o tão desejável desenvolvimento sustentável. O presente trabalho teve como objectivo o desenvolvimento de um sistema de indicadores de sustentabilidade para a região Minho-Lima. Com esta proposta pretende-se contribuir para a monitorização adequada deste território, atendendo, por um lado, às suas especificidades e, por outro, às linhas de orientação fornecidas por um conjunto de iniciativas nacionais e internacionais para a criação de sistemas de indicadores ambientais e socioeconómicos que possam servir de base para a elaboração de relatórios de sustentabilidade da região. Para a elaboração deste sistema foram seleccionados indicadores entre um vasto conjunto proposto por vários documentos, directrizes e iniciativas como a Global Reporting Iniciative, o Sistema de Indicadores de Desenvolvimento Sustentável proposto pela APA (2007), as normas da directiva INSPIRE, o SEIS (Shared Environment Information System) e o GMES (Global Monitoring for Environment and Security). Foi feita a caracterização da NUT III Minho-Lima, tendo sido efectuada uma análise aos seus pontos fortes, fracos, ameaças e oportunidades. Relativamente à construção do sistema de indicadores, foi feita uma integração dos sistemas analisados, identificando os aspectos comuns. Partindo dos descritores sugeridos v pelo SEIS, INSPIRE, WISE e GMES, foram seleccionados os indicadores mais relevantes para a caracterização e monitorização da região Minho-Lima, recorrendo ao SIDS. Seguindo as orientações do GRI, foram ainda criadas algumas Fichas Técnicas de Indicadores. Nestas Fichas, consta a indicação da forma como os indicadores serão obtidos e apresentados (em base alfa-numérica e/ou cartográfica), assim como a sua descrição sumária e caracterização. Este sistema, embora muito completo, foi criado à medida da região Minho-Lima podendo ser utilizado em futuros estudos de monitorização, permitindo a definição de políticas de sustentabilidade ambiental para a região.
The demand for a more sustainable pattern of society development have constituted dominant concern in recent decades compared in order of opportunities but also of threats that affect the whole social fabric, the structure of economic activities and environmental stability. In this context, the sustainable development indicators become essential to inform decisions at various levels in several areas. There have been several initiatives and guidance documents with proposals for sustainable development indicators for a wide range of management purposes, at the level of local, regional and national development. There are several organizations that have been publishing Sustainability Reports using a set of indicators as a way to demonstrate their environmental social and economic performance as well as the effort they have made towards achieving the much desired sustainable development. This study aimed to develop sustainability system indicators for Minho-Lima region. With this proposal we intend to contribute to proper monitoring of the territory serving on the one hand, their specificities, and, secondly, the guidelines provided by a set of national and international initiatives for the creation of systems of environmental and socio-economic indicators that can serve as a basis for reporting sustainability of the region. For the design of this system they were selected indicators from a wide range proposed by several documents, guidelines and initiatives such as Global Reporting Iniciative and the Indicator System for Sustainable Development proposed by APA (2007), the rules of the INSPIRE Directive, SEIS (Shared Environment Information System) and GMES (Global Monitoring for Environment and Security). The NUT III Minho-Lima was characterized and there was made an analysis of their strengths, weaknesses, opportunities and threats. For the construction of the indicator system, there was made the integration of the analyzed systems, identifying the commonalities. Based on the descriptors suggested by the SEIS, INSPIRE, GMES and WISE there were selected the most relevant indicators for the characterization and monitoring of the region Minho-Lima using the SIDS. vii Following the guidelines of the GRI, there were created some Indicators Data Sheets. In these Sheets there is an indication of how the indicators will be obtained, and displayed (on a alpha-numeric and / or mapping), as well as a summary description and characterization. This system, although very complete, was created for the Minho-Lima region and it could be used in future monitoring studies, allowing the definition of environmental sustainability policies for the region.
