The first part of the report discusses the evolution of the Madeira Island Power System (MIPS) in the last decade and presents the strategies and actions to implement in order to meet the targets set for 2020 in the Sustainable Energy Action Plan. Between 2005 and 2015 there was an increase of renewable energy sources (RES) in MIPS, from 15,7% (136,5 GWh) to 25,7% (210,8 GWh) of total electricity produced, and a reduction in non-renewable energy sources, from 727,4 GWh to 617,4 GWh. The evolution of RES in the last decade benefits from: (1st) the increase in installed wind power capacity, from 10 MW to 45,1 MW; (2nd) the introduction of photovoltaic systems, now with 20 MW of installed power; (3rd) the Municipal Solid Waste Energy Recovery System with 8 MW installed power, and (4th) the hydric installed power reduction from 74 MW to 50,7 MW. In 2014 the conversion of Vitoria Thermal power plant to natural gas allowed the adaptation of MIPS to reduce CO2e emissions and achieve the demanded targets. In 2015 there was a reduction in CO2e emissions of around 28%, from 526.241 tCO2e to 380.817 tCO2e, corresponding to a specific emission factor of 460 gCO2/KWh. The second part of the report features the geographical distribution of the solar radiation in the archipelago of Madeira. This distribution was based on the records analysis of the Daily Global Solar Irradiation (DGSI) collected from the automatic weather stations (AWS’s) of the Regional Civil Engineering Laboratory (LREC) and of the Portuguese Sea and Atmosphere Institute (IPMA). Given the results, it appears that the solar resource in the archipelago of Madeira is very variable, particularly in the Madeira Island, since the very rugged terrain as well as the exposure to prevailing winds from the north results in the formation of many microclimates that influence the solar radiation reaching the surface. The records analysis of the two AWS’s networks concluded that more than 60% have an annual solar resource above 1500 kWh/m2. After conducting comparative studies of DGSI in AWS’s and the corresponding DGSI in PVGIS tool database, as well as the consultation of the Atlas of Global Solar Radiation of the Madeira Archipelago (Portugal), it was possible to validate and detect inconsistent operation of two of the twenty seven analyzed AWS’s. The short period of operation of the Trapiche AWS associated with its high percentage of daily gaps, a characteristic of the AWS LREC network, did not allowed to carry out a detailed study of its records. However, for the AWS of the Ecological Park of Funchal it was possible to detect an anomaly in its solar radiation sensor, which resulted in a breakdown above 20% in the quantification of the DGSI. In summary, the overall study of the solar radiation is associated with some uncertainties of the records, resulting from the lack of maintenance and recalibration of the sensors located in the AWS´s. On the other hand, the methodology applied in the construction of the two prevision models show an overvaluation of the archipelago solar resource. The third part of the report presents some considerations about the maintenance of the visited autonomous photovoltaic systems. It was possible to verify that after a decade of operation most photovoltaic systems are degraded and require urgent intervention.
