Implementação do sistema de gestão da qualidade no Instituto Superior Politécnico do Kwanza Sul - Angola

Abstract

Nos últimos anos, o Ensino Superior em Angola observou uma evolução em termos de procura e acesso, diversificação das formações e instituições, assim como as novas expectativas da sociedade sobre as formações superiores. Devido a evolução quantitativa do Ensino Superior em Angola, torna-se necessário que seja acompanhada pelo crescimento qualitativo, o que implica o reforço da necessidade de gestão da qualidade. Por isso, o Ensino Superior em Angola confronta-se com novos desafios relativos a garantia da qualidade de ensino particularmente dos processos de avaliação que permitem a monitorização e a melhoria contínua do ensino, investigação e serviços de apoio à comunidade (Santos, et al., 2008). Neste contexto, a implementação de um sistema de gestão da qualidade no Ensino Superior em Angola tem sido alvo de crescente interesse devido ao impacto que pode ter na eficiência e transparência organizacional ao nível da gestão e da informação. As experiências já disponíveis mostram que a implementação de sistemas de gestão da qualidade (SGQ) em Instituições de Ensino Superior (IES) pode limitar-se à áreas administrativas devido a dificuldades que podem surgir no processo de ensino-aprendizagem (Pires, 2012). Contudo, com a presente dissertação pretende-se apresentar as vantagens da implementação de um SGQ para o Instituto Superior Politécnico do Kwanza Sul (ISPKS) baseado na Norma Internacional ISO 9001:2015. Procedeu-se à caraterização e análise do Ensino Superior em Angola e realizou-se um inquérito de auscultação a 50 instituições para obter um diagnóstico relativo à implementação de SGQ em IES de Angola. Concluiu-se que as IES angolanas reconhecem as vantagens e estão interessadas na implementação de um SGQ mas apresentam como principal limitação as razões financeiras, porquanto a implementação de um SGQ acarreta custos. Ao nível do ISPKS, efetuou-se uma análise SWOT e PESTEL, que serviram de base para a elaboração da proposta do SGQ-ISPKS, baseado na ISO 9001:2015.

In the recent years, Higher Education in Angola has evolved in terms of demand and access, diversification of degree options and institutions as well as new perspectives of the society regarding higher education. Due to the quantitative evolution of the Higher Education in Angola, it is necessary that the process is accompanied by a qualitative improvement which implies reinforcement of the need of quality management. Hence, Higher Education in Angola faces new challenges concerning the guarantee of teaching quality particularly the processes of assessment which allow continuous supervision and improvement of teaching, research and community services (Santos et al., 2008). In this context, there has been an increasing interest in the implementation of a Quality Management System (QMS) in the Angola Higher Education due to the positive impacts on the efficiency and transparency at the management and information level. The existing experiences show that the implementation of QMS in Higher Education Institutions (HEI) may be limited to administrative areas due to handicaps to the teaching and learning process (Pires, 2012). Nonetheless, the present dissertation aims to show the advantages of the implementation of a QMS for the Polytechnic Institute of Kwanza Sul (ISPKS) based on the International Standard ISO 9001:2015. Higher Education in Angola was characterised and analysed and 50 institutions were surveyed to diagnose the implementation of QMS in the HEI in Angola. It was concluded that the HEI in Angola acknowledge and are interested in implementing a QMS wherein finance is their main limitation because of the costs involved with the implementation of a QMS. A SWOT and PESTEL analysis was carried out at ISPKS level which were the base for the proposal of a QMS-ISPKS according to the ISO 9001:2015
