Abstract: A proteção dos recursos hídricos é uma das preocupações centrais do ordenamento do território, assegurada em grande medida pelo regime jurídico da Reserva Ecológica Nacional (REN), definido pelo DL n.º 166/2008, de 22 de agosto, com nova redação dada pelo DL n.º 239/2012, de 2 de novembro, no qual as Áreas Estratégicas de Proteção e Recarga de Aquíferos (AEPRA) são salvaguardadas com vista à sustentabilidade do ciclo hidrológico terrestre. Muitas das AEPRA encontram-se hoje numa situação de elevada exposição a fenómenos de erosão dos solos e de desertificação biofísica. Os incêndios têm vindo a afetar continuadamente grande parte destas áreas na região do Alto Minho, interferindo na sua capacidade de infiltração e recarga natural dos aquíferos. Considerando a importância estratégica das cabeceiras de linhas de água para a recarga natural dos aquíferos e garantia de disponibilidade de água para as atividades humanas, quer em termos de quantidade, quer de qualidade, importa compreender melhor os impactes dos incêndios no ciclo hidrológico e refletir sobre as soluções que devem ser adotadas, em particular ao nível do processo de Ordenamento do Território. O objetivo central do presente estudo é assim identificar situações críticas no que se refere à incidência de incêndios florestais em AEPRA no município de Caminha e propor medidas de intervenção, tendo em vista fundamentalmente a proteção dos aquíferos, no quadro da elaboração dos Instrumentos de Gestão Territorial (IGT) de âmbito municipal. A metodologia de investigação passa, primeiramente, por uma revisão da literatura e pela recolha de informação bibliográfica e documental existente para a área em questão. Posteriormente, seguiu-se a sistematização e tratamentos de dados, incluindo uma análise dos principais IGT aplicáveis na área de estudo. Finalmente, propõe-se um conjunto de medidas, no sentido de fortalecer os mecanismos de gestão integrada dos recursos hídricos ao nível municipal, no quadro dos processos de revisão ou elaboração dos Planos Municipais de Ordenamento do Território (PMOT). Como principais conclusões do estudo destaca-se o seguinte: as AEPRA no município de Caminha têm vindo, ao longo das últimas décadas, a ser fortemente afetadas por incêndios florestais, facto que revela elevada vulnerabilidade e consequente agravamento de processos de desertificação biofísica, sendo, por isso, particularmente importante que os PMOT assegurem um regime territorial espacial que estabeleça um conjunto de condicionamentos à ocupação, uso e transformação do solo compatíveis com os objetivos de proteção do solo e do ciclo hidrológico terrestre.
The protection of hydrologic resources is one of the worries of the planning of the territory, guaranteed to a great extent by the legal regime of the National Ecological Reserve (REN), defined by DL n.º 166/2008, of August 22, given by DL n.º 239/2012, of November 2, in which the Strategic Areas of Protection and Recharge of Aquifers (AEPRA) are considered relevant for the sustainability of the terrestrial hydrological cycle. Many of these areas are now in a serious situation in terms of soil erosion and, consequently, biophysical desertification. Fires have been continuously affecting most of these areas in the Alto Minho region, interfering with their capacity to infiltrate and recharge the aquifers naturally.Considering the strategic importance of the headwaters of water lines for the natural recharge of aquifers and guarantee of availability of water for the development of human activities, both in terms of quantity and quality, it is important to understand better the impacts of fires in the hydrological cycle and solutions, particularly in the field of spatial planning. The main objective of the present study is to identify critical situations in relation to the incidence of forest fires in AEPRA in the municipality of Caminha and to propose intervention measures, basically in view of the protection of aquifers, in the framework of the elaboration of the Territorial Management Instruments (IGT) of municipal scope. The research methodology is firstly a review of the literature and the collection of existing bibliographical and documentary information for the area in question. Subsequently, systematization and data processing followed, including an analysis of the main IGTs applicable in the study area. Finally, a set of measures is proposed, in order to strengthen the mechanisms for the integrated management of water resources at the municipal level, within the framework of the revision processes or elaboration of the Municipal Land Use Plans (PMOT). The main conclusions of the study are the following: AEPRA in the municipality of Caminha has been strongly affected by forest fires over the last decades, which shows a high vulnerability and consequent aggravation of biophysical desertification processes, It is therefore particularly important that PMOTs ensure a territorial spatial regime that establishes a set of constraints to the occupation, use and transformation of the soil compatible with the objectives of soil protection and the terrestrial hydrological cycle.
