Longevidade, políticas sociais e proteção de pessoas idosas: um estudo exploratório sobre comissões de proteção e promoção dos direitos dos idosos

Abstract

Contexto do estudo. Nas últimas décadas, a Gerontologia Social tem demonstrado uma preocupação crescente em compreender o indivíduo que envelhece no contexto histórico, político, social, cultural e económico, progressivamente caracterizado pela passagem das responsabilidades sociais do Estado para os indivíduos e suas famílias. Atendendo às complexas inter-relações entre o indivíduo e o processo social a nível macro, a formação de políticas públicas e a promoção do bem-estar da população idosa tem revelado beneficiar da adoção da Perspetiva do curso de vida como quadro orientador. Esta enfatiza a importância da análise histórica e da compreensão de que as coortes diferem na forma como experienciam o envelhecimento, pelo que as Políticas Sociais precisam considerar os indivíduos dentro das suas famílias e das instituições sociais mais amplas, assim como das oportunidades e restrições inerentes a cada um destes contextos. O presente trabalho tem como objetivos (1) compreender a organização e funcionamento das Comissões de Proteção e Promoção dos Direitos dos Idosos (CPI´s), bem como (2) explorar o modo como as CPI’s promovem e protegem os direitos das pessoas mais velhas. Método. Este estudo desenvolveu-se em duas fases. Numa primeira fase procedeu-se à identificação das CPI’s da Região Norte do país com base na análise da informação a partir dos sites dos respetivos Municípios. Posteriormente restringiu-se o estudo a uma das sub-regiões da Zona Norte, tendo sido analisados os regulamentos das CPI´s bem como entrevistados os dirigentes e/ou técnicos superiores. A informação recolhida foi sujeita a análise de conteúdo. Resultados. O presente estudo permitiu observar que a organização e funcionamento das CPI´s identificadas na Região Norte de Portugal se aproximam do estabelecido em termos dos princípios legais; estas Comissões têm atuado através de um conjunto de ações de sensibilização, divulgação de informação, formação para cuidadores informais, articulação com outros profissionais, encaminhamento e acompanhamento dos casos. Quanto à sinalização de casos, observa-se que em média são tratados 13 casos por ano. Em termos do tipo de situações sinalizadas, os resultados obtidos apontam para uma proteção de carácter económico, social entre outros; é de referir igualmente a observância de situações de violência e maus tratos. Conclusão. As situações identificadas encontram-se fundamentalmente no domínio da proteção. A promoção dos Direitos Humanos parece estar a emergir. Os resultados obtidos neste estudo sugerem a necessidade de desenvolver mecanismos específicos que promovam e protejam efetivamente os direitos das pessoas mais velhas. Dada a relevância deste assunto para a Gerontologia Social, recomenda-se prosseguir estudos neste domínio.

Context and purpose of the study. In recent decades, Social Gerontology has shown a growing concern to understand the individual who ages in the historical, political, social, cultural and economic contexto, progressively characterized by the passage of the social responsibilities of the State to individuals and their families. Given the complex interrelationships between the individual and the social process at the macro level, the formation of public policies and the promotion of the well-being of the elderly population has proven to benefit from the adoption of the Life Course Perspective as a guiding framework. This emphasizes the importance of historical analysis and the understanding that cohorts differ in the way they experience aging, so Social Policies need to consider individuals within their families and the broader social institutions, as well as the opportunities and restrictions inherent in each of these contexts. The present work aims to (1) understand the organization and functioning of the Commissions for the Protection and Promotion of the Rights of the Elderly (CPI´s), as well as (2) explore how CPI's promote and protect the rights of older people . Method. This study was developed in two phases. In a first phase, the identification of CPI’s of the North Region of the country was carried out based on the analysis of information from the websites of the respective Municipalities. Subsequently, the study was restricted to one of the sub-regions of the North Zone, having analyzed the regulations of the CPI´s and interviewed the leaders and / or senior technicians. Data was subjected to content analysis. Results. This study allowed us to observe that the organization and functioning of CPI's identified in the Northern Region of Portugal approach the set in terms of legal principles; these Commissions have acted through a set of awareness actions, information dissemination, training for informal caregivers, articulation with other professionals, referral and monitoring of cases. As for signaling cases, it is observed that on average are treated 13 cases per year. In terms of the type of situations marked, the results point to an economic protection, social and others; mention should also be made of the observance of situations of violence and ill-treatment. Conclusion. Identified situations fundamentally lie in the field of protection. The promotion of human rights seems to be emerging. The results of this study suggest the need to develop specific mechanisms that promote and effectively protect the rights of older people. Given the relevance of this subject to Social Gerontology, it is recommended to continue studies in this field.
