Tecnologias da Informação e Comunicação no Sistema Educativo em São Tomé e Príncipe

Abstract

As instituições de ensino têm cada vez mais um papel relevante na formação de cidadãos, num cenário de incessantes alterações e evolução a nível tecnológico. O mundo e a sociedade têm acompanhado e evoluído com a introdução das novas tecnologias na vida quotidiana, por conseguinte, o sistema de ensino deve aproveitar as vantagens e as oportunidades que as TIC oferecem, no sentido de melhorar a qualidade do ensino. No entanto, vários fatores e problemas podem condicionar a efetiva utilização das TIC no contexto educativo, quer em São Tomé e Príncipe (STP) quer em muitos países africanos. Neste contexto, este estudo tem como objetivo principal, compreender a natureza dos problemas e dificuldades relacionados com a integração e utilização das TIC, no contexto do sistema educativo de STP. A metodologia de investigação é de natureza qualitativa, optando-se pelo estudo de caso, uma vez que se pretende estudar como efetivar a integração e utilização das TIC nas práticas pedagógicas dos docentes do ensino superior, estudantes, futuros professores, em STP. O estudo incidiu na Universidade pública de São Tomé e Príncipe (USTP), em particular, nas instituições que formam profissionais para a docência. Como instrumentos de recolha dos dados e informação optou-se pelo inquérito por questionário, entrevistas semiestruturadas e análise documental. A análise de conteúdos dos dados recolhidos indica, da parte de todos os intervenientes, que existe reconhecimento da utilização das TIC em contexto educativo, como modo de melhorar a qualidade do ensino. Contudo, a existência de fatores internos e externos impede a utilização efetiva das TIC na prática pedagógica com maior celeridade, como políticas educativas, planos estratégicos institucionais, infraestruturas e formação/capacitação adequados. Assim, urge tomar medidas no sentido de suprir estes problemas/dificuldades, através da criação de um plano estratégico nacional da integração e utilização efetiva das TIC no sistema de ensino, o qual possa incorporar a melhoria das infraestruturas tecnológicas (equipamentos tecnológicos, qualidade da internet e energia elétrica) assim como a formação/capacitação dos professores.

Educational institutions have an increasingly important role in the training of citizens, in a scenario of continuous changes and evolution at a technological level. The world and society have accompanied and evolved with the introduction of new technologies in everyday life, therefore, the education system should take advantage of the opportunities offered by ICT, to improve the quality of education. However, several reasons may condition the effective use of ICT in the educational context, both in São Tomé and Príncipe (STP) and in many African countries. In this context, the main objective of this study is to understand the nature of the problems and difficulties, concerning the integration and use of ICT in the context of the STP educational system. The research methodology is of qualitative nature, and a case study was chosen, since the purpose is to study how to effectively integrate and use ICT in the pedagogical practices of higher education teachers, students, and future teachers in STP. The study is focused on the public University of São Tomé and Príncipe (USTP), in particularly on the institutions that graduate professionals for teaching. The instruments used to collect data and information were a survey, semi-structured interviews, and documentary analysis. The content analysis of the data collected indicates that there is recognition of the use of ICT in educational contexts, as a means to improve the quality of education. However, the existence of internal and external conditions obstructs the effective use of ICT in pedagogical practice more quickly, such as educational policies, institutional strategic plans, infrastructure, and adequate training. Thus, it is urgent to take actions to overcome these problems/difficulties, through the creation of a national strategic plan, for the integration and effective use of ICT in the education system, which may incorporate improvement of technological infrastructures (technological equipment, internet quality and electric power) as well as the training of teachers.
