Implementação do Sistema HACCP nas escolas de Freiriz e Esqueiros do município de Vila Verde

Abstract

O presente projeto foi realizado no âmbito do segundo ano do curso de Mestrado em Engenharia Alimentar na Câmara Municipal de Vila Verde, entre outubro de 2022 e fevereiro de 2023. Garantir a segurança alimentar é crucial nas cantinas escolares, pois representa a garantia de que os alimentos não causarão danos aos consumidores durante a sua preparação e/ou consumo. Por essa razão, e considerando que a implementação de um sistema de segurança alimentar é obrigatória para todos os estabelecimentos do setor alimentar envolvidos em qualquer fase da produção, transformação, armazenamento e/ou distribuição de alimentos, na União Europeia, conforme o Regulamento (CE) nº 852/2004, a Câmara Municipal de Vila Verde verificou a necessidade urgente de implementar um sistema de segurança alimentar nas suas cantinas escolares. Foram selecionadas as cantinas das escolas básicas das freguesias de Freiriz e Esqueiros, que eram as únicas cantinas no município sem um sistema de segurança alimentar implementado. Esse sistema incluiu o uso do método de Análise de Perigos e Pontos Críticos de Controlo (HACCP). Numa primeira abordagem ao trabalho foram realizadas auditorias de Higiene e Segurança Alimentar (HSA) nas cantinas selecionadas sendo possível observar as instalações e práticas de trabalho. Posteriormente o trabalho compreendeu a elaboração de uma lista de verificação de HSA, um Manual de Boas Práticas HSA, foi elaborada também sinalética, ministrada formação personalizada, foram elaborados os fluxogramas de processo, identificados os pontos críticos de controlo (PCC), foi elaborado o Plano HACCP, o manual HACCP e por fim foi implementado o sistema HACCP nas cantinas das escolas de Freiriz e Esqueiros. Refira-se ainda que para além do trabalho elencado anteriormente foram ainda realizadas visitas diárias de monitorização às restantes escolas do município, com o objetivo de monitorizar a qualidade das refeições servidas às crianças, verificados os registos de higienização dos espaços (correto preenchimento e devidamente atualizados), e verificado o correto cumprimento das boas práticas de higiene pessoal. Após a conclusão da implementação do sistema HACCP e ao analisar a evolução dos resultados, verificou-se que um dos fatores de maior relevância para o sucesso global do trabalho foi o comprometimento e o contributo das colaboradoras em relação às novas práticas HSA e rotinas introduzidas durante o processo de implementação do sistema HACCP. Esse empenho facilitou e acelerou significativamente a mudança, proporcionando um controlo mais rigoroso e quase imediato sobre os processos, resultando numa melhoria substancial na segurança alimentar dos produtos a servir às crianças das escolas. Ao finalizar este trabalho e após avaliar os resultados alcançados em relação à implementação do sistema de segurança alimentar, concluiu-se que foi possível implementar com sucesso o sistema HACCP em ambas as cantinas.

This project was carried out as part of the second year of the Master's degree in Food Engineering at Câmara Municipal de Vila Verde, between October 2022 and February 2023. Ensuring food safety is crucial in school canteens, as it represents the guarantee that food will not cause harm to consumers during its preparation and/or consumption. For this reason and considering that the implementation of a food safety system is mandatory for all establishments in the food sector involved in any phase of production, transformation, storage and/or distribution of food, in the European Union, in accordance with Regulation (CE) nº 852/2004, the Câmara Municipal de Vila Verde verified the urgent need to implement a food safety system in its school canteens. The canteens of basic schools in the parishes of Freiriz and Esqueiros were selected, which were the only canteens in the municipality without an implemented food safety system. This system included the use of the Hazard Analysis and Critical Control Points (HACCP) method. As a first approach to the work, Hygiene and Food Safety (HSA) audits were carried out in the selected canteens, making it possible to observe the facilities and work practices. Subsequently, the work included the preparation of an HSA checklist, an HSA Good Practices Manual, signage was also drawn up, personalized training was provided, process flowcharts were drawn up, critical control points (CCP) were identified, the HACCP Plan, the HACCP manual and finally the HACCP system was implemented in the school canteens of Freiriz and Esqueiros. It should also be noted that in addition to the work listed above, daily monitoring visits were also carried out at the remaining schools in the municipality, with the aim of monitoring the quality of the meals served to the children, checking the hygiene records of the spaces (completed correctly and duly updated), and verified correct compliance with good personal hygiene practices. After completing the implementation of the HACCP system and analyzing the evolution of the results, it was found that one of the most relevant factors for the overall success of the work was the commitment and contribution of employees in relation to the new HSA practices and routines introduced during the process of implementing the HACCP system. This commitment significantly facilitated and accelerated the change, providing more rigorous and almost immediate control over processes, resulting in a substantial improvement in the food safety of products served to school children. At the end of this work and after evaluating the results achieved in relation to the implementation of the food safety system, it was concluded that it was possible to successfully implement the HACCP system in both canteens.
