| Abstract: | A gestão da vegetação nas faixas de servidão das linhas de transporte de energia elétrica
constitui uma componente essencial para garantir a segurança das infraestruturas da REN e
para reduzir o risco de propagação de incêndios florestais. As abordagens tradicionais de
monitorização baseadas em inspeções de campo apresentam limitações de periodicidade e
cobertura, exigindo metodologias mais eficientes e sistemáticas. Neste contexto, o presente
projeto desenvolve e valida uma metodologia de monitorização remota do vigor da
vegetação recorrendo a séries temporais de imagens dos satélites Sentinel-2 e Landsat-8,
processadas em ambiente Google Earth Engine, complementada pelo desenvolvimento de
uma aplicação online designada ForestVAR.
O trabalho baseia-se na análise multitemporal de diferentes combinações entre sensores,
índices espectrais e funções de agregação, com o objetivo de identificar a combinação mais
eficaz na deteção das intervenções de controlo da vegetação. O estudo efetuado sobre 12
linhas elétricas, distribuídas pelo território continental, permitiu concluir que a combinação
Sentinel-2 / NDVI / Mediana apresenta o melhor desempenho, evidenciando reduções
consideráveis do vigor fotossintético dentro das faixas intervencionadas quando comparadas
com o período homólogo do ano anterior e com as áreas fora da faixa.
A aplicação permitiu confirmar as intervenções realizadas, acompanhar a evolução da
vegetação e identificar áreas onde o crescimento é mais expressivo. Os resultados mostram
que esta abordagem pode apoiar a monitorização das faixas de servidão e complementar os
métodos atualmente utilizados pela REN, oferecendo uma forma consistente de analisar
alterações no vigor da vegetação ao longo do tempo. Vegetation management within the right-of-way corridors of high-voltage transmission lines is essential to ensure the safety and operational reliability of the Portuguese transmission system and to reduce the risk of wildfire propagation. Traditional monitoring approaches based on field inspections present inherent limitations in frequency and spatial coverage, making more efficient and systematic methodologies necessary. In this context, this dissertation develops and validates a remote-sensing methodology for monitoring vegetation vigor based on time series of Sentinel-2 and Landsat-8 satellite imagery, processed in the Google Earth Engine environment, and complemented by the development of an online application named ForestVAR. The work relies on a multitemporal analysis of different combinations of sensors, spectral indices, and aggregation functions, with the objective of identifying the most effective configuration for detecting vegetation-management interventions. The study conducted on 12 transmission lines distributed across mainland Portugal showed that the combination Sentinel-2 / NDVI / Median achieved the best performance, revealing significant decreases in vegetation vigor within the intervened corridors when compared both with the same period of the previous year and with adjacent areas outside the right-of-way. The application enabled the confirmation of completed interventions, the monitoring of vegetation recovery, and the identification of areas where growth is more pronounced. The results demonstrate that this approach can support right-of-way monitoring and complement the methods currently used by REN, providing a consistent means of analysing vegetation vigor changes over time. |
