Title: Impactos na educação de adultos na perspectiva dos avaliadores externos no processo de RVCC

Abstract: O tema em estudo “Impactos da educação de adultos na perspetiva dos avaliadores externos no processo de RVCC” inscreve-se na área da Educação de Adultos, área particularmente relevante para o desenvolvimento de estudos e investigação. Se considerarmos a evolução das tendências europeias, verificamos que o reconhecimento e validação das aprendizagens adquiridas ao longo da vida tem vindo a constituir-se como uma nova prática educativa, realçando a necessidade de implementar sistemas de reconhecimento e validação em diferentes níveis de qualificação e desenvolver a formação dos técnicos que participam neste processo. A Iniciativa Novas Oportunidades surgiu como resposta à necessidade de Portugal vencer o seu atraso face aos outros países desenvolvidos, investindo conjugadamente na melhoria contínua das condições de escolarização das crianças e jovens, por um lado, e na reversão da desqualificação da população adulta (que se viu privada do direito a uma adequada educação-formação inicial na idade própria). A constatação da carência de trabalhos de investigação na educação e formação de adultos, no domínio da sua avaliação na perspetiva dos avaliadores externos, reforça a necessidade de aprofundar e refletir sobre as questões emergentes desta nova problemática educativa. Justifica-se que se analise a opinião dos avaliadores externos neste processo, já que são parte integrante do momento de certificação. Parece que até ao momento ainda não foi levado a cabo nenhum estudo que envolva os avaliadores e desta forma a pertinência deste estudo. Os resultados do estudo aqui apresentado vão no sentido de outros estudos quanto aos impactos do RVCC na vida dos adultos: aquisição de competências ao nível das TIC e da literacia, vontade de continuar a estudar e apostar em formação, melhoria das relações pessoais, socias e profissionais e o desenvolvimento de uma série de competências importantes em contexto profissional. O presente estudo permitiu ainda clarificar alguns aspetos menos positivos no processo de RVCC, salientando-se as questões associadas à gestão das metas com a qualidade do trabalho desenvolvido, à necessidade de auditorias e avaliações externas e de uma maior intervenção e poder por parte do avaliador externo.
The topic under study "Impacts of adult education in the perspective of external evaluators in the RVCC process," falls in the area of Adult Education, area particularly relevant to the development of studies and research. If we consider the evolution of European trends, we find that the recognition and validation of learning acquired through life has established itself as a new educational practice, emphasizing the need to implement systems of recognition and validation at different skill levels and develop training of technicians involved in this process. The New Opportunities Initiative arose as a response to the need for Portugal overcoming its delay compared to other developed countries, investing in continuous improvement of education of children and young people, on the one hand, and for the reversal of the disqualification of the adult population (that was deprived of the right to an adequate education and initial training at the proper age). The finding of a lack of research on the education and training of adults in the area of its application in the perspective of the external evaluators reinforces the need to deepen and reflect on the issues emerging from these new educational problems. It’s justified that we analyze the opinion of the evaluators in this process, since they take part in the certification. It seems that so far it has not been carried out any study involving external evaluators and thus the relevance of this study. The study results are in line with other studies regarding the impact of the RVCC in the lives of adults: acquisition of skills in ICT and literacy, will to continue to study and invest in training, improvement of personal, social and professional relationships, and the development of a number of important skills in a professional context. This study also clarifies some less positive aspects of the RVCC process, highlighting the issues associated with the management of the goals with the quality of work, the need for audits and external evaluations and for greater intervention and power on the part of the external evaluator.
