The traditional parade of the S. Vicente’s Carnival, namely the Mandingas, has been calling for more attention from the population in general. Specifically, by the inhabitants of the island of S. Vicente, due to its contribution for the richness and the singularity, namely Cape Verdean’s cultural heritage. Therefore, researching on its origin and reflecting on the promotion of the identity and local history, and within the qualitative research methodology, we used the ethnographic method. This took place using observation and interviews, which contributed for a better knowledge and comprehension of this live tradition, and whose expertise is still in the memory of many people. The literature review was enriched with observation techniques conducted by the researcher, such as photography, video and interview, allowing the statement that the current tradition shows clear evidence of different characteristics from the past. Moreover, its status has been improving not only in terms of social acceptation and as a symbol of identity, but also as a benefit for the local economy. The observation method was a fundamental technic, used in regular visits to some areas. Data were collected from the Mandingas leaders of those communities and researchers, such as Gabriel Moacyr Rodrigues, as well as teachers, students and tutors. In other words, the observation method followed both anthropologic and artistic perspectives. The well-succeeded ethnologic data collection also resulted from the good relationship between the informants and the researcher. From the analysis of the daily life context of school activities and the interviews as well with the groups leaders of several areas, it was possible to recognise the peculiar ways for the transmission of the traditions from generation to generation. Thus, reflections on the implications of the different ways of learning which help think in the relation that should exist between education and culture. In the scope of Cape Verde related studies, this research project had defined some key concepts, from which were reflected on some theoretical perspectives. Focusing on property education and the teaching of arts, this study was conducted in order to enlarge the positive contribution of the study, and the promotion of patrimonial demonstrations in the scope of the elementary school. Children’s emotional experiences of interaction, communication allows the development of innovation, creativity and celebration of cultural heritage. Since, teachers do not value their local, regional and national heritage properly, so it is necessary to create educational resources that help them to promote their cultural heritage. To conclude, the promotion of cultural values must be constructed daily. Tackling a wide set of aspects and initiatives, such as curricular re-organization, teaching methodologies, and the mind set changing of each institution. This will contribute to create a solid cultural promotion strategy, merging down the model of participation of children and tutors in school life, together with a continuous training of teachers and the engagement of the municipality role. Secondly, this study achieved the conclusion that in a world of constant transformation, there is a pressing need for the implementation of cultural and educational initiatives/dynamics. Through the artistic education and cultural empowerment, teachers and city councillors must play a major role. This will allow the present generations the knowledge and valorisation awareness of their cultural roots. We do believe that this study brought relevant contributions, since the showed results try to call the need of converging and using the available supports to increase this and other activities. They constitute expressions of undeniable identity blueprint, since the property education in schools, until the selection of investments that may help the promotion of these initiatives and alert for the fact that the preservation of cultural identity is not only a generational duty, but also an economic activity of quality and a job generator.
