Title: Levantamento e gestão de propriedade por fotogrametria : aplicação prátrica em prédios no concelho de Vila do Conde

Abstract: O cadastro predial é uma importante fonte de informação para o planeamento e gestão do território. Neste contexto, pretende-se comparar diferentes formas de aquisição de informação espacial e compreender como o processo de cadastro de propriedade pode ser realizado. Para tal, recorreu-se à aquisição de imagens aéreas obtidas por drone e por avião (IFAP2018). Também se efetuaram levantamentos clássicos com recurso a um recetor GNSS num terreno cujas propriedades envolventes não permitiriam realizar o trabalho de outra forma. Através destes métodos, cadastraram-se 3 terrenos agrícolas cujas áreas foram calculadas e comparadas com os valores registados na respetiva caderneta predial e foi criada uma tabela com os atributos de cada propriedade no programa QGIS. Para um destes terrenos, as áreas foram calculadas utilizando dois dos métodos descritos, (levantamento por drone vs avião) de modo a comparar a precisão dos mesmos. De referir que as diferenças das áreas encontradas nos três terrenos, em relação ao seu registo predial, foram de 0,89%, 26,37%, e 1,40%. Quanto ao terreno cuja área foi medida de duas formas, verificou-se que, considerando como precisão máxima a do método por drone, a precisão relativa ao levantamento por avião foi de 99,1%. Assim, dependendo do cenário a cadastrar, o método a utilizar pode ser mais ou menos eficiente consoante fatores como a sua geometria, visibilidade dos vértices, uniformidade de culturas vizinhas e minifúndio, entre outros.
The land registry is an important source of information for the planning and management of the territory. In this context, it is intended to compare different ways of acquiring spatial information and understand how the property registration process can be carried out. For this, we resorted to the acquisition of aerial images obtained by drone and by plane (IFAP2018). Classical surveys were also carried out using a GNSS receiver on land whose surrounding properties would not allow the work to be carried out in any other way. Through these methods, 3 agricultural lands were registered, whose areas were calculated and compared with the values registered in the respective land register and a table with the attributes of each property was created in the QGIS program. For one of these terrains, the areas were calculated using two of the methods described, (drone vs. airplane survey) in order to compare their accuracy. It should be noted that the differences between the areas found in the three plots, in relation to their land registration, were 0.89%, 26.37%, and 1.40%. As for the terrain whose area was measured in two ways, it was found that, considering the maximum accuracy of the drone method, the relative accuracy of the aerial survey was 99.1%. Thus, depending on the scenario to be registered, the method to be used can be more or less efficient depending on factors such as its geometry, vertex visibility, uniformity of neighboring cultures and smallholdings, among others.
